Cine-Fest: Louisville is produced by Watersign Films and David Heavener Entertainment in association with Action Cat Entertainment and the JCTC new degree program in motion picture production.

The first annual Cine-Fest and Action Cat Entertainment Expo was founded by award winning filmmakers Scott Davis and David Heavener, whose career spans 25 years in production and distribution of imotion pictures.

This expo is being produced in conjunction with a new degree track motion picture production program at Jefferson Community and Technical College. The producers and their affiliates are devoted to the promotion and enhancement of the Motion Pictures arts.

This expo is designed to foster the growth of independent filmmakers through festival exposure and comprehensive seminars on production, fundraising, screenwriting, marketing and acting for the camera.

MISSION STATEMENT

In order to promote and enhance the awareness and abilities of the arts, there will be an open call for entries in the following categories:

•Feature Film (Professional and Student categories)

•Documentary (Professional and Student categories)

•Short Film (Professional and Student categories)

•Animation

•T.V. Product

ORGANIZERS

Cine-Fest Organizers are Scott Davis, Terry Lutz, Dru Pfeiffer and Carol Ann Dines. Action Cat International Film Expos are organized by David Heavener, Russell Green and Hollie Hummel.

GENERAL RULES

DEADLINES:

To be eligible for the discounted entry fees, submissions must be received by the Cine-Fest offices no later that Feb 28, 2007.

The final deadline for all submissions received by the Cine-Fest. offices is March 15, 2007. Any and all entries received after this date, regardless of postmark date, will be returned unopened to the sender.

ENTRY RULES:

Entries must be submitted on NTSC DVD or ½” videocassette. NTSC cassettes are preferred, although PAL/SECAM tapes are accepted. All films in languages other than English must be subtitled or dubbed in English, unless dialogue is non-essential to comprehension and appreciation.

Each film or video must be accompanied by

a completed entry form (photocopies acceptable)

a synopsis and/or artist’s statement

the appropriate entry fee.

ENTRY FEES:

The following are the entry fees for early registration

1) $35.00 – Feature, T.V. Films and Animation= 60 minutes or longer in length

2) $25.00 – Shorts, T.V. format, Animation and Documentary = 59 minutes or less

3) $20.00 – Student Feature.

4) $15.00- Student Documentary & Short.

The following are the fees for entries received after March 1, 2007.

No Late Fees!

*All current Kentucky Student Entries may be submitted free of charge with verification.

PAYMENT: Checks or money orders should be made payable to Water Sign Films, LLC.

SHIPPING:

Cost of shipping submissions to the expo is covered by the entrant. Shipping must be prepaid. Collect or COD shipments cannot be accepted. Each tape/DVD must be marked in English with the title of the entry. Entrant’s identification must be on the case and the tape/DVD. Please use only plastic or bubble-pack cases when shipping entries – no fiber cases please.

SELECTION AND NOTIFICATION

The selection of films is made by Cine-Fest Selection Committee. No cuts or changes will be made by expo or its representatives.

You will be notified as to the status of your entry the week of March 10, 2007, via email. If accepted your DVD or DVCAM must be received by our office no later than March 20, 2007.

RETURNING TAPES

Due to the high number of entries, Cine-Fest cannot return previewed tapes or any supporting materials. Please do not send SASEs for the return of your tape, because we will simply ignore them and use the stamps.
